Decline in alcohol production and sales in 2025
There was a decline in alcohol production and sales in 2025 compared to 2024. When examined by product group, a decline was also seen in production and sales across all product groups. A decline was also observed in all alcohol retail channels in 2025.
In 2025, a total of 510 million litres of alcoholic beverages were produced, which was around four per cent less than in the previous year. There was a decline in production in all product groups (beer, mixed drinks, spirits, cider, and wines).
Decline in alcohol sales
Alcohol sales declined across all product groups compared to 2024. In 2025, the total sales of alcoholic beverages were 499 million litres. Calculated as pure alcohol, the sales amounted to 33.3 million litres. In 2024, the corresponding sales figures were 513 million litres and 34.6 million litres measured as pure alcohol. The reduction in sales by product group was as follows
- beer 2.0%
- cider 5.5%
- mixed drinks 1.9%
- light wines 5.0%
- spirits 8.9%.
A decline was observed in all alcohol retail channels in 2025. On-premise sales decreased by 3.4%, Alko sales by 8.3% and other retail sales by 1.6%. The total decline in sales was 2.7%.
Manufacturing and wholesale licence holders report their product-specific sales data monthly to the Finnish Supervisory Agency. The data are collected, verified and analysed from the perspective of supervision. The data are stored in the Alcohol Trade Register maintained by the Finnish Supervisory Agency.
The statistics on the sales and distribution channels of alcoholic beverages published by the Finnish Supervisory Agency include deliveries of alcoholic beverages by manufacturing and wholesale licence holders to restaurants and retail sales. At the end of 2025, there were 211 manufacturing licences (221 in 2024) and 478 wholesale licences (520 in 2024) for alcoholic beverages.
