Information for municipalities on the responsibility for clean-up costs

 

How do municipalities receive their compensation? 

Municipalities can receive compensation from producers of single-use plastics by submitting an annual report of the details required by the Waste Act to the Finnish Supervisory Authority by the end of May. 

In 2026, the last day of May is a Sunday, therefore the deadline of the report is the next business day.
Municipalities always report the costs of the previous year. 

In 2026, municipalities must report the costs from 2025 by 1 June 2026, 16:15 o’clock.

How are the costs reported

Municipalities report the cost data electronically (sahkoinenasiointipalvelu.fi).

  1. On the page, select Palvelut (Services) on the top bar.
     
  2. In the Services menu, select Tuottajarekisterin asiontipalvelu (Producer Register E-services), then navigate to Palvelut kunnille (Services for municipalities) and Kuntien SUP-siivouskustannusten raportointi (Reporting municipal SUP clean-up costs)
     
  3. Clean-up costs are divided into three sections, or into three forms: Sector-specific reporting (details of SUP clean-up costs), basic customer data (contact persons and payment data), and documents, i.e. attachments. Make sure to fill in and save all three sections.
     
  4. Enter the costs of the previous year in euros excluding the value added tax (VAT 0%).
     
  5. Enter your basic information, i.e. contact persons and payment information, on the forms.
     
  6. You can save the form to edit it later. Once you have filled in the form, click ready to send.
     
  7. Upload the required attachments. Submit the forms and their attachments on the Lähettäminen (Submit) tab. Make sure to save and submit all three forms. Incomplete applications may be disqualified from receiving compensation.

What data do municipalities need to report to receive compensation?

Municipalities must make an annual report on the following data to the Finnish Supervisory Authority concerning the previous year:

  • collection costs: the total cost of collecting, transporting, and processing waste to prevent litter, including the cost of acquiring, maintaining and repairing the collection infrastructure;
  • clean-up costs: total costs of cleaning up, transporting, and processing litter
  • cigarette receptacles: the total cost of separate waste bins for tobacco waste, including their maintenance and repair costs;
  • tobacco advisories: total cost of communications and advisories related to tobacco products and waste

How is municipal compensation calculated?

A decision will be made in 2026 which will base the calculation of total costs of municipalities on a predetermined fixed cost. 

Fixed cost:

  • EUR 4.79 per municipal resident,
  • which consists of a collection cost of EUR 3.09
  • and a clean-up cost of EUR 1.70.

Share compensated by producers: 

  • Producers compensate municipalities for some of the fixed costs of collection and clean-up. 
  • The percentage is determined on the basis of the composition report for each SUP product group.

Full compensation paid by producers: 

  • The costs of tobacco waste bins and related communications are not included in the fixed cost, and municipalities are entitled to a full compensation of these costs from the producers.

Decision on the compensation paid to municipalities

The Finnish Supervisory Authority processes the applications after the annual application period has ended and makes the decision on the compensation that producers are obligated to pay to municipalities.  

The decision contains:

  • the total amount of compensation to be paid by each producer organisation (or individual producer) in the producer register, itemised by product group; and
  • the total amount of compensation to be paid to each municipality.

The decision is notified to the producer organisation (or individual producer in the producer register) and to the municipalities that reported their costs.
