Claim for a revised decision concerning education and early childhood education

In early childhood education and care, you can appeal a decision concerning 

• enhanced or special support 
• support services for children (interpretation and assistance services and aids). 

In pre-primary and basic education, you can appeal a decision concerning 

• admission (e.g. place of pre-primary education, local school, secondary school, flexible basic education)* 
• the right to teach religion and worldview studies 
• pupil-specific support 
• interpretation and assistant services required for participation in studies, other teaching services and special aids 
• special teaching arrangements 
• extended compulsory education 
• starting basic education one year earlier or later 
• repeating a year of school 
• final assessment  

* If your case concerns the assignment of a local school or a place in pre-primary education, it is a good idea to remember that you can also apply for a place for a child in a school or place in pre-primary education other than that indicated by the municipality. As a rule, the child has the right to a place if there is still room in the school or pre-primary education location. For instructions on applying for a secondary place of pre-primary education, contact your municipality or other education provider. You can apply for a secondary place of education even when the matter is pending as a claim for a revised decision at the Finnish Supervisory Agency. If the child gets the place you want, you can cancel your claim for a revised decision by notifying us by sending an e-mail to the Finnish Supervisory Agency’s registry: [email protected].

In general, upper secondary education, you can appeal a decision concerning 

• admission 
• additional time for completion of studies 
• loss of the right to study 
• credit transfer of completed studies 
• special arrangement of studies 
• the right to teach religion and worldview studies 
• the right to special needs education 
• progress in studies 
• final assessment 
• the right to take the matriculation examination or one of the exams included in it. 

In vocational education and training, you can appeal a decision concerning 

• completion time of preparatory training 
• admission 
• special support 
• adaptation of skills assessment 
• deviations from vocational skills requirements or learning outcomes 
• obligation to produce a drug test certificate 
• the right to a temporary interruption of studies 
• when it is seen that the student has resigned. 

In basic education in the arts, you can appeal a decision concerning  

• student fees  
• admission 

You can appeal a decision related to education provided to people of compulsory education age when it concerns 

• an assessment prepared in connection with a training participation certificate  
• completion time of training arranged for persons with severe disabilities  
• admission  
• when it is seen that the student has resigned. 

In compulsory education, you can appeal a decision in matters concerning 

• dropping out of compulsory education  
• a place of study assigned by the municipality of residence in preparatory education for degree programmes or preparatory education for work and independent living. 

In preparatory education for degree programmes, you can appeal a decision concerning 

• admission 
• granting of additional time for the completion of studies 
• the right to a temporary interruption of studies 
• when it is seen that the student has resigned 
• special support  
• support services required for participating in studies when the student is within the scope of special support and preparatory education is provided by a basic education provider. Support services refer to interpretation and assistant services, other teaching services and special aids 

We will examine the claim for a revised decision and request further information if necessary. If you have not already consented to receiving the documents by e-mail, we will request consent at this stage.  

Once we have examined the claim for a revised decision, we will request a statement and report from the authority that made the decision. In this context, we will send all the documents you have submitted to us to the authority that made the decision. Usually, you will be sent the statement and reports issued by the authorities, which you can comment on if you wish. We can resolve this issue even if you don't make any comments.  

Once your claim for a revised decision has been resolved, we will submit the decision to both you and the authority that made the original decision. Instructions for appeals are attached to the decision.  

If after processing the claim for a revised decision, we find that the decision was unlawful, we can rescind or change the decision. We can also reject the claim for a revised decision. 

The processing of a claim for a revised decision typically takes 2–3 months. Depending on the case, processing may sometimes take longer. 

In matters concerning pupils and students, a claim for a revised decision must be submitted within 14 days of receiving the decision. In matters related to early childhood education and care, a claim for a revised decision must be submitted with a period of 30 days. A claim for a revised decision must be received on the last day of the deadline before the end of office hours. Claims for a revised decision that arrive later than this are not processed.

The contact details of the registry are at the end of this page. The registry will send you an acknowledgement of receipt, if you send the claim for a revised decision by e-mail.

The processing of a claim for a revised decision is free of charge. If you appeal a decision made by the Finnish Supervisory Agency to the administrative court, a fee may be charged for the processing of the matter.
