Reform of regional state administration

As part of the regional state administration reform, the central government’s permit, steering and supervision tasks were transferred to the new national Supervisory Agency. This also marked the establishment of the new regional Economic Development Centres. The tasks of the new Agency were transferred to it from the National Supervisory Authority for Welfare and Health Valvira, Regional State Administrative Agencies and ELY Centres, which ceased to operate at the end of 2025. 

The goal of the regional state administration reform is to strengthen and harmonise permit and supervision practices in all regions and to streamline processes and services. 

The Finnish Supervisory Agency is a national and multi-sectoral authority that manages the central government's permit, supervision and steering tasks. The Agency was launched on 1 January 2026 as part of a regional state administration reform. 

Our permit, supervision and guidance tasks relate to  

  • rescue services and preparedness 
  • healthcare and social welfare 
  • occupational safety and health 
  • early childhood education and care, education and culture 
  • environmental issues 
  • enterprising in certain sectors. 

The competence of the Finnish Supervisory Agency is nationwide. This will ensure uniform practices across Finland. The Agency operates in close interaction with central government authorities, municipalities, wellbeing services counties, businesses and civic activities. 

The Finnish Supervisory Agency operates across Finland. Our offices are found at 18 locations, with our headquarters placed in Tampere. 

Tasks of the Finnish Supervisory Agency
