Single point of contact in general
The Finnish Supervisory Agency serves as the single point of contact for critical raw materials, renewable energy and net-zero industry projects. We provide advice on procedural issues related to projects. We serve companies, authorities, private individuals and those acting on behalf of projects, such as consultants.
The Finnish Supervisory Agency provides information on what types of permit processes and other administrative procedures are needed for carrying out projects, how the procedures progress, and which authority is responsible for the processing. You can contact us already at the planning stage of the project.
We prepare detailed schedules for overall permit-granting processes in cooperation with the project promoter and competet authorities. The overall permit-granting process covers all permit processes and other administrative procedures required for implementing and constructing the project. The detailed schedule will include deadlines for submitting applications related to permit procedures and the authorities' time limit for processing the matter.
The overall permit-granting process for critical raw materials, renewable energy and net-zero industry projects must be handled within certain time limits that are binding on the authorities. Applying for permits
Applications for permits relating to critical raw material, renewable energy and net-zero industry projects are submitted to the Permits and Supervision Service (in Finnish and in Swedish) or using the e-service of the authority processing the matter. In the Permits and Supervision Service, you can track the progress of permit processes and exchange messages with the authorities handling the matter. You can also monitor compliance with the time limit set for the project’s overall permit-granting process in this service.
Time limit for the overall permit-granting process
All permit processes and other administrative procedures required for implementing critical raw material, renewable energy and net-zero industrial projects and commissioning installations must be handled within specific time limits. Instructions for authorities
The authorities handling critical raw material, renewable energy and net-zero industry projects must observe the time limits for these projects and work together to ensure that the time limits can be complied with. The single point of contact assists the authorities handling the matter. You should contact us as soon as possible when you identify a project subject to the time limit. When a customer uses the Permits and Supervision Service, information on the pending application is automatically sent to the single point of contact.
The authorities must participate in drawing up a detailed schedule for the overall permit-granting process. If the authority processing the matter cannot issue a decision within the processing time specified in the schedule, the authority submits to the single point of contact a justified proposal for extending the processing time of the matter.
To facilitate the monitoring of compliance with time limits, the authority processing the matter must inform the single point of contact within a reasonable time of pending project matters, requests for further information, supplementation of an application, declaring an application sufficient, and the relevant decision. If the customer does not use the Permits and Supervision Service, the information must be sent by email to yhteyspistepalvelut(at)lvv.fi.
