Tobacco Register 

The Tobacco Register (Turre) is a national system in which traders can apply for a licence for the retail sale of tobacco products, nicotine-containing liquids, and smoke-free nicotine products and submit notifications on wholesale or data changes in the e-service. In the register, municipalities process the relevant retail licences, wholesale notifications, and change notifications in accordance with the Tobacco Act.

Tobacco Register e-services 

The reformed Tobacco Register was introduced in spring 2024. After the introduction of the register, system development continued. From August 2025, it has also been possible to submit a notification on the change of information, a notification on the expansion of activities to new product groups and a notification on the discontinuation of business activities through e-services. Public Register of Licences and Notifications. 

The Public Register of Retail Licences and Wholesale Notifications for tobacco products, nicotine-containing liquids, and smoke-free nicotine products is intended for use by citizens and distributors. Citizens can check from the register whether a retailer selling tobacco products, nicotine-containing liquids, and smokeless nicotine products has a valid retail licence or wholesale notification in accordance with the Tobacco Act. The licence details for a point of retail are listed in the sales licence document, which the retailer of tobacco products, nicotine-containing liquids, and smoke-free nicotine products is obliged to display at each point of retail. 

The Public Register of Retail Licences also serves the information needs of distributors. Distributors may only sell tobacco products, nicotine-containing liquids or smokeless nicotine products to wholesalers who have submitted a wholesale notification for resale and to retail licence holders who have submitted a notification on the sale of the products in question. Distributors can check this information in the Register of Retail Licences and Wholesale Notifications. The register is updated once every 24 hours.
