Application for a licence to produce alcoholic beverages for teaching and research purposes
A licence for the production of alcoholic beverages may be granted for teaching and research purposes. Alcoholic beverages produced for educational and research purposes, may only be used for the analysis and quality control of the product.
The Finnish Supervisory Agency may grant a production licence for teaching and research purposes for teaching in accordance with the curriculum or research activities in a university, a university of applied sciences, an institute providing vocational upper secondary education and training, or an institute providing vocational adult education and training The Finnish Supervisory Agency may also grant a licence for other research or product development. Please note that the licence holder does not have the right to sell, place on the market or distribute a product produced for educational and research purposes.

Please submit the application well in advance of starting the activities. The length of application processing periods varies from case to case. The processing fee for the permit decision is determined in accordance with the Ministry of Social Affairs and Health Decree and is EUR 600 for applications received no later than 31 December 2025.
Also attach to the application a curriculum or research plan for alcohol production and a description of the purpose and quantity of alcoholic beverages produced and on their use for analysis and quality control.
Conditions for granting the licence
The Finnish Supervisory Agency assesses the reliability and suitability of the applicant as a licence holder. The Finnish Supervisory Agency may limit the production licence to apply only to specific alcoholic beverages if the applicant’s competence or the equipment used by the applicant is not suitable for the production of all alcoholic beverages.
Notification of changes
The licence holder is obligated to apply for a new licence for their operations if the location of the production premises or warehouse changes. The licence holder must also inform the Finnish Supervisory Agency of the end of the operation.
Accounting obligation
In the production and storage of alcoholic beverages or spirits for teaching and research purposes, production and storage must be recorded in a permanent manner:
- The production records must be made on a product and batch-specific basis and must indicate the date of the event, the quantity of the fermentable and/or alcoholic ingredient used, the volume of the alcoholic beverage or spirit produced, and the mandatory analyses carried out on the product group and their results (product groups: beer, fruit wine, distilled alcoholic beverage, spirit).
- The product-specific stock records must indicate the date of the event, the volume received for storage (= the quantity put into containers), the volume taken for laboratory analysis, the volume taken for other research and information on this research, and the disposal record.
For laboratory samples, the following details are recorded: the date of collecting the sample, an account on what the samples were taken from (production stage/batch/finished product), the volume of the sample, a report and the outcome of the analysis or other examination, and a report on possible disposal of the sample after the examination. Samples and research reports must be numbered in a uniform manner.
