This accessibility statement explains how the lvv.fi online service complies with the Act on the Provision of Digital Services, what shortcomings there are in its accessibility, and how you can provide us with feedback on accessibility issues.

This service is provided by the Finnish Supervisory Agency. We want as many users as possible to be able to use our digital services. We take accessibility into account in the development of our digital services.

How accessible is the service?  

This service partially meets the accessibility criteria required by law at levels A and AA (WCAG 2.1 and 2.2). There are some accessibility shortcomings that are described in more detail below.

Monitoring of Accessibility  

The Finnish Transport and Communications Agency (Traficom) monitors the implementation of accessibility requirements. If you are not satisfied with the response you receive, or if you do not receive a response at all within two weeks, you can provide feedback to Traficom. Traficom’s website “Submit a complaint on web accessibility or request clarification” provides detailed information on how to file a complaint and how the matter will be handled.

Content or Functions that are Not Yet Accessible 

The content listed below is not accessible for the following reasons: 

Non-compliance with the Act on the Provision of Digital Services (306/2019).

The shortcomings listed here are intended to be corrected by the end of 2026.

Using the service 

  • The calendar on the Tapahtumat (events) page does not open with all screen readers (e.g. NVDA) nor only with the keyboard. If you are using a screen reader, you can try using VoiceOver to open the calendar. Please note that you can also select a date just by typing, but the text field is behind the "Valitse päivä” (select date) function. At the moment, there are challenges in using the calendar table itself, both with screen readers and keyboards, so its use cannot be recommended for assistive technology users. (WCAG 1.3.1, 2.1.1, 4.1.2, 2.4.3, 1.3.2) 
  • There are some links in the service with imprecise link texts. (WCAG 2.4.4) 
  • Some programmatic areas and text fields have unclear or misleading accessible names, and the accessible name does not always correspond to the visible label of the area. (WCAG 2.4.6, 2.5.3) 
  • Not all functional items have visible keyboard focus (e.g. on the Tapahtumat page and in the calendar), and in some items, the keyboard focus indicator is unclear (e.g., on the page Alcohol Trade Register Allu). (WCAG 2.4.7) 
  • The navigation submenu buttons are slightly too small in relation to the accessibility requirements, and there is not enough distance around them to the adjacent elements. The problem is eliminated by zooming the page sufficiently. (WCAG 2.5.8) 
  • In some radio button groups and combo boxes, the screen reader does not read the label of the item or group when using the tab key to move between items. (WCAG 1.3.1) 
  • In some situations, screen readers do not interpret functionalities correctly. There are some functional items in the service that do not have an accessible role (e.g. button). In addition, the state of all functional items, such as expanded or collapsed, is not always reliably read by a screen reader. Event pages have a “Lisää kalenteriin” (add to calendar) link whose name screen readers do not read in all situations. In addition, some functional items do not have an accessible name at all. (WCAG 4.1.2) 
  • Screen readers do not always provide real-time feedback about the success of actions (e.g. copying an event link), the changed number of search results after filtering, or when search criteria have been cleared. The user has to navigate or try to find out if the action was successful. (WCAG 4.1.3)

Perceiving and understanding content 

  • The service has some infographics that are described in the body text, but their topic or referential relationship to the text is not described clearly enough in the alt text. (WCAG 1.1.1) 
  • The whistleblowing form for extended producer responsibility contains sight-based instructions for recognizing the mandatory fields, even though the mandatory fields themselves have been implemented in an accessible way. (WCAG 1.3.3) 
  • When the user closes the main navigation with the Escape button on the keyboard, or moves out of the navigation without closing it, the dark background of the navigation remains over the rest of the page and causes contrast problems. To turn off the dark background, close the menu from its opening button. (WCAG 1.4.3) 
  • In some PDF files, the screen reader may read content with the wrong language pronunciation. (WCAG 3.1.2) 
  • Some links and menu buttons have additional visual information that is not communicated to screen reader users. These include, for example, icons in the footer links that indicate that the links open in a new tab, an icon indicating the current page in the main navigation on mobile, and information about the current language of the site in the language menu button. (WCAG 1.3.1, 4.1.2) 
  • The service has attention boxes that do not attract the attention of the screen reader user, but are read as part of the rest of the text. (WCAG 1.3.1) 

Structure and focus 

  • On pagination pages for news and event search results, the page title does not change, even if the URL changes. In addition, some PDF files have imprecise page titles, and some page titles have incorrect file formats. (WCAG 2.4.2) 
  • The focus shifts unexpectedly when the user checks filter checkboxes or browses sorting options on the search results page. (WCAG 3.2.2) 
  • On some pages and PDF files, tables have been used for visual reasons in situations where the data is not in tabular format. (WCAG 1.3.1) 
  • The website and some PDF files contain headings that are not programmatically marked as headings. In addition, there are some texts on the website that are marked as headings, even though they are not actually headings. (WCAG 1.3.1) 
  • Reading content with a screen reader and braille display can sometimes be difficult. The screen reader does not always create spaces between words, and in some PDF files, the screen reader focuses empty lines unnecessarily. (WCAG 1.3.1) 
  • Some PDF files lack accessibility tags. (WCAG 1.3.1) 
  • There are some extra focus stops in the service, and in some places, the focus moves to illogical places when performing actions. On the other hand, the focus does not always move where it should, such as when using the “Siirry muokkaamaan hakuehtoja” (go to edit search criteria) button. (WCAG 2.4.3) 

Other issues 

  • In some places, the screen reader reads extra noise and repeats content. (WCAG 1.3.1)

How we have tested accessibility  

The observations in this accessibility statement are based on a third-party assessment by Avaava Digital Oy of whether the service meets the legal requirements defined in the law.
