Early Childhood Education Supervision Development Project funded by Nordplus Horizontal

Supervision, guidance, and governance are key to ensuring quality and compliance in early childhood education and care (ECE). Nordic countries have recognized the need to strengthen these structures to meet societal changes such as increasing diversity and privatization. The Nordplus Horizontal-funded project Creating Tools Together – Sustainable ECE and Administration in Nordic Countries (2024–2026) brings Finland, Norway, Iceland, and Denmark together to develop sustainable solutions.

Over two years, participants will focus on research and practices related to regulation and administration at individual, organizational, and international levels. At the same time, the project lays the foundation for future collaboration and aims to pass on the conditions for well-being to the next generations.

Strong Structures for High-Quality Early Childhood Education

While Nordic ECE systems share many similarities, each country also has unique approaches and practices. Comparing these offers an opportunity to identify gaps and learn from neighboring countries’ experiences.

The project builds a network of ECE professionals, including regulatory authorities, researchers, teachers, and students. Sharing experiences through workshops and research-based methods supports the creation of future-oriented tools.

A material bank for Sustainable Development

At the heart of the project is the idea of a “toolbox”—practical and comparable tools that support learning, development, and the strengthening of regulation and administration in a sustainable way. These tools aim to promote social and cultural sustainability across generations.

During the project, a material bank will be created to collect materials developed in workshops and seminars. For example, comparative tables will provide a practical way to learn and improve practices. The material bank will support joint research and organizational development and will be openly accessible to a wider audience.
