Tasks related to waste management registration were transferred from the Centres for Economic Development, Transport and the Environment to the Finnish Supervisory Agency on 1 January 2026.

According to section 94 of the Waste Act (646/2011), the professional transport or brokering of waste requires the approval of the activities to the waste management register.  The question is of professional waste transport when the driver's profession involves transporting waste produced by others. Institutions and companies that transport waste in their business typically or regularly without practising the profession of a driver are considered professional waste carriers, regardless of whether the waste is produced by others or by themselves. 

If waste is transferred to the control of a broker in the waste management chain, approval as a waste broker in the waste management register is required. The waste holder must ensure that the companies responsible for transporting the waste are registered in the waste management register maintained by the Finnish Supervisory Agency for the professional transport or brokering of waste. 

View the information in the waste management register using the e-service

During the existence of the Centre for Economic Development, Transport and the Environment, waste management register decisions were sent for information to municipalities, waste management authorities or environmental protection authorities according to regional practices.  After the Finnish Supervisory Agency began its operations on 1 January 2026, the e-service has been used to view the information in the waste management register. Operators approved for the waste management register can easily be found using the Waste Management Compass: https://jatehuoltokompassi.fi/

You can check in the Waste Management Compass whether a company is registered in the waste management register and whether it has the right to transport or broker in specific types of waste. Search criteria can include the name of the waste carrier or broker, business ID, domicile, area of operation or waste code. 

The Waste Management Compass also allows you to search for all waste carriers authorised to transport waste with a specific waste code. If the search results exceed 200 companies, the Waste Management Compass will ask you to refine your search. You can refine the search, for example, by selecting a specific area of operation. The information in the Waste Management Compass is updated with a slight delay, and there is information at the top of the search results on when the data was last updated.
