Serving of alcoholic beverages in international traffic
A notification of serving of alcoholic beverages in international traffic must be submitted to the Finnish Supervisory Agency. The notification obligation applies to the serving of alcoholic beverages in ships and aircraft travelling between Finland and a foreign country or entirely in a foreign country and in the area after the security check at the airport.

A notification of sales of alcoholic beverages in international traffic is submitted in the Alcohol Trade Register’s e-service. If you are submitting a new notification, go to the front page of the e-service, select “Service forms” and then select “Notification of sales of alcoholic beverages in international transport”. If you have previously submitted the notification in question, you can make changes to it by selecting the notification under the Customer heading on the front page or in the licence register.
Include information on sales premises, supervision of sales and maintaining of general order in the notification. Also explain where the licensed areas are located and how they are delimited. The size and structure of licensed areas must such that authorities and operators can monitor them. Attach a self-monitoring plan in accordance with the Alcohol Act to the notification.
Ships and aircraft
The notification obligation concerning the serving of alcoholic beverages in international traffic applies to vessels with a Finnish nationality. If a vessel is domiciled in Åland, a notification of serving alcohol must be submitted to the Government of Åland (ÅMHM) instead of the Finnish Supervisory Agency.
Airports
A notification must be submitted to the Finnish Supervisory Agency if alcoholic beverages are served in an airport area used for international traffic, to which passengers can only gain access by presenting a boarding pass.
If alcoholic beverages are served at the airport in the pre-security area, an alcohol serving licence is required. Read more about alcohol serving licences.
