Reporting of monitoring data 

Producer organisations and individual producers approved to the producer register of the Finnish Supervisory Agency must report the monitoring data annually by 30 June. Producer organisations report the monitoring data on behalf of their members.

Monitoring data should state the volumes of products placed on the market, collected, recycled and recovered in the previous year. In addition to monitoring data, producers and producer organisations must provide the authority with the information specified in the decisions on producer organisations. Forms and instructions are provided only in Finnish and Swedish.

Forms and instructions

The monitoring data is reported through the Regional administration e-service (only in Finnish).

From the list of services, select Tuottajarekisterin asiointipalvelu, and under it Tuottajarekisterin määräaikaisraportointi. There is a general instruction for completing the forms, as well as sector-specific instructions in Finnish:

Handling and negligence fees

A fee is charged for the processing and verification of monitoring data. Fees are based on the Act on Criteria for Charges Payable to the State and the Government Decree on chargeable services of the Centres for Economic Development, Transport and the Environment; the Employment and Economic Development Offices, and Development and Administration Centres. The fees can be found in the payment table annexed to the decree.

Failure to provide information may result in a negligence fee of at least EUR 500 and at most EUR 10,000. Prior to imposing a negligence fee, a written reminder is sent to the producer to provide monitoring data. The fee is based on the Waste Act.
