Service provider register soteri

A service provider refers to an entrepreneur or company providing social welfare and health care services that is registered with Soteri in accordance with the Act on the Supervision of Health Care and Social Welfare. The service provider may be, for example:

• a limited company
• sole trader
• association
• foundation
• wellbeing services county.

The service provider must be registered with Soteri and meet the requirements of the Act on the Supervision of Health Care and Social Welfare.

The service provider must have at least one registered service unit and its associated service points.

The service provider's registration must always be completed before starting the service activity.

A service unit refers to an operatively or administratively organised entity that is maintained by a public or private service provider, who provides health care and/or social welfare services.

The service provider must have at least one service unit when providing social welfare and health care services.

The service provider defines the structure of its operations as well as the service units and service points. When processing the application, the supervisory authority assesses whether the service unit meets the requirements of the functional and administrative entity.

The service unit may consist of, for example,

• reception activities
• services provided at home
• remote services
• housing services
• from several service points.

The service point is part of the service unit. One or more service points constitute a service unit.

A service point refers to the actual place where or from which the services are provided.

A service point does not necessarily have to be a physical location. Examples of such situations include:

• the provision of services at the customer's home
• the occasional provision of services on the premises of another service provider
• the provision of remote services.

In these situations, the service point acts as the service provider's contact information in the register.

The new service provider register Soteri was introduced on 1 January 2024 and the use of the Valveri register ended at the same time.

The registrations in the Valveri register were transferred as such to the Soteri register. Previously registered service providers may continue to operate normally in accordance with the provisions of the Act on the Supervision of Health Care and Social Welfare.

With the new act, independent health care professionals operating under a business name became private service providers.

Annual reports were abandoned with the entry into force of the Act on the Supervision of Health Care and Social Welfare.

The service provider's registration does not automatically entitle them to act as the outsourced service or service voucher provider of a wellbeing services county.

Wellbeing services counties may set their own criteria, which the service provider must meet in addition to Soteri registration.

Basic business information is transferred to Soteri from the business information system (YTJ).

Examples of data transferred through the YTJ are:

• business ID
• business name or personal data
• legal form of the company
• postal address
• invoicing address
• telephone number
• Email address.

Please note that only the basic information of the service provider (company) is updated to Soteri automatically from the YTJ service. The contact information of the service unit and the service point must be updated directly through Soteri's e-service.

If you have refused to publish information in the YTJ service, the information will not be automatically updated in Soteri.

A new registration application should not be made in Soteri if your information is up to date. The information of service providers previously in the Valveri register has been transferred as such to the Soteri register. Please note that the service provider (including independent health care professionals) is responsible for checking and, if necessary, updating their information to reflect their current activities and the requirements of the Act on the Supervision of Health Care and Social Welfare.

Fill in the application carefully in the e-service so that there is no need to request for additional clarification of the application. Read more about how to fill in the application (in Finnish). At the beginning of the application, enter in the additional information a summary of what you are applying for or for what purpose and from when.

If you view your information on the View register information or make changes tab but do not make changes to it, do not submit the application to the authorities for processing. A draft created solely from viewing information can be deleted in the e-service. 

Information in Soteri will be compiled into a public electronic information service, JulkiSoteri.

In the initial phase, data on private social welfare and health care service providers will be collected in the information service.

The following information, for example, can be published in the public information service under the Act on the Supervision of Health Care and Social Welfare:

• service providers
• service units
• services
• responsible persons
• customer and patient target groups.

In the initial phase, the contact information of the service providers is not published in the information service.

For a justified reason, the service provider and the responsible person may prohibit the publication of address and other contact information.

Soteri's functionalities will be commissioned in stages:

• Receipt of private social welfare and health care registration applications began in January 2024.
• Supervision functionalities are aimed to be introduced during 2026.
• The aim is to open the public information service during 2026.
• The information on public service providers must be submitted no later than 1 January 2028.
